CoMiDe Manifesto on Migration and Development in Europe with a focus on “diaspora engagement” and “diaspora entrepreneurs”

Migrants and diaspora organisations form bridges between their countries of origin and the countries in which they currently live. However, their contributions are not sufficiently acknowledged in development cooperation: missing support structures, a lack of capacity-building programmes, as well as legal barriers, are a hindrance to their engagement.

Therefore CoMiDe calls for:

  1. The recognition of diaspora organisations and migrants as important actors in development and international cooperation;
  2. The recognition of migrants and diaspora organisations’ engagement and their equal status with organizations and institutions involved in the codevelopment
  3. Own support structures specifically for diaspora organisations in development cooperation;
  4. The placement of institutions working on development policy and diaspora organisations on equal footing, and instituting personnel policies that promote migrants in development and international cooperation;
  5. The reduction of legal barriers that hinder the engagement of migrants in development cooperation, such as through the introduction of dual citizenship and easier access to visa and residence permits;
  6. The recognition and promotion of diaspora entrepreneurs as important actors for the economic development of their countries of origin;
